Parking Ticket Appeals
The driver of a vehicle may file an appeal if they believe they were cited in error. Parking ticket appeals must be submitted via the parking online portal (employees & students) or by email through parking@carroll.edu, within 15 business days of the time the ticket is issued. Minimum fines assessed may be increased or additional disciplinary action may be imposed by the College depending on the severity of the situation. The following circumstances are NOT considered to be a valid case for an appeal:
- Lack of legal parking spaces - we do not guarantee parking spaces on campus.
- Lack of convenient parking spaces
- You were running late
- Failure to observe clearly posted signs
- Failure to observe posted parking regulations on this web page
- Lack of funds to pay the fine
- You observed others committing the same violations and believe they didn’t receive a citation
It is the responsibility of the driver to routinely monitor their parking account for citations, notices, and account updates. Failure to receive, review, or respond to email notifications does not relieve the driver of responsibility for monitoring their parking account and complying with parking regulations.
Parking Permits at Carroll College
A Parking permit and vehicle registration are required for employees and students who are parking on campus during the Academic Year.
Please note that all parking citations will be issued to the permit holder's email address. You will not receive a paper ticket.

Students
Students taking 6 or more credits who want to park on campus must purchase a parking permit for $25.00. Permits can be reserved through our online system. If you would like to pay with cash or a check, you can do so at the Business Office in O'Connell Hall. To obtain a permit, you will need:
- A 7-digit Carroll ID number
- A valid Carroll email address
- Vehicle license plate information
- Make, model, and year of your vehicle.
You will need to create an account or log in to your existing account. Once your permit is ordered, you will receive an email letting you know that you can pick up your permit.
Permits provide the privilege of parking on campus but do not guarantee a parking space. Parking permits will NOT be limited to the number of parking spaces on campus.
Students taking less than 6 credits, the cost of a parking permit is $125 for the academic year through our online system using the same information mentioned above. If you would like to pay with cash or a check, you can do so at the Business Office in O'Connell Hall. Once your permit is purchased, you will receive an email alerting you to pick up your permit.
Employees
Employee permits are included in their benefits package. Permits can be reserved through our online system. A second permit may be purchased for $25.00. Permits are limited to two per employee.
You will need to create an account or login to your existing account. Once your permit is ordered, you will receive an email letting you know that you can pick up your permit.
Permits provide the privilege of parking on campus but do not guarantee a parking space. Parking permits will NOT be limited to the number of parking spaces on campus.
Note for Employees: All employees will be held responsible for citations received.
Vehicle Use and Parking Regulations at Carroll College
Overview
These regulations are designed to foster the responsible and safe use of vehicles and parking lots at Carroll College. Students and employees are expected to familiarize themselves with all Vehicle Use and Parking Regulations. Parking on campus is a privilege and not a right. Failure to comply with Carroll Vehicle Use and Parking Regulations may result in fines, towing, wheel-locking, and/or denial of parking privileges.
Carroll College assumes no responsibility for any vehicle or its contents while operated or parked on campus. Carroll College has a limited number of parking spaces available on college property for students and employees.
Students and employees are encouraged to review the parking map. (New updated map to come by 8/1/26.)
Registration of Vehicles
All students and employees must register any motor vehicle to be used on campus by signing up for a parking permit for their vehicle and displaying the permit from the rearview mirror. Students are allowed to register one vehicle only.
Parking permits can be reserved through the Parking Office or through our online system at the beginning of each academic year. Registration is not considered complete until the rearview mirror hanger is in place. The parking permit ceases to be valid when a student or employee is no longer enrolled or employed at Carroll College. Permits must be properly displayed and may not be altered, transferred, or used on an unregistered vehicle.
If a student or employee obtains a new or additional vehicle, the new vehicle must be registered or updated through the Parking Office or through our online system. Failure to do so can result in a citation.
Employees may purchase any additional parking permits for $25 each.
Use of Vehicle
- All State laws, City ordinances, and College regulations will be enforced on all Carroll College property.
- The speed limit on campus streets and parking lots is 15mph.
- Vehicles are restricted to designated roadways. Vehicles driven on any grassed area or non-designated roads on campus will be cited for reckless driving and subject to fines and restitution.
- Motorcycles, motorized cars, and bicycles must be operated in a responsible manner on campus streets and parking lots. No wheeled vehicles are to be driven on any grassed area on campus with the exception of emergency vehicles, Facilities vehicles, and carts.
Motorcycles
Motorcycles and mopeds operated or parked on Carroll College property must be registered with the Parking Office and display a valid motorcycle parking permit. The permit sticker must be affixed to remain clearly visible at all times while the vehicle is parked on campus.
Motorcycles and mopeds must be parked within a designated vehicle parking space. Parking on sidewalks, at bicycle racks, within bicycle storage areas, or in any area not designated for vehicle parking is prohibited.
For parking registration purposes, motorcycles and mopeds are considered vehicles. Students are limited to one registered vehicle, and a registered motorcycle or moped counts toward that limit.
Carroll College assumes no responsibility for motorcycles, mopeds, or any associated equipment, accessories, or personal property left on or attached to a vehicle.
Parking of Vehicle
Carroll College reserves the right to assess fines, use a wheel lock, or tow and impound vehicles at the owner’s risk and expense. All violations of the following regulations are subject to citation at any time.
- Vehicles must have a valid permit visible hanging from the rearview mirror.
- Vehicles must be parked entirely within one designated parking space.
- Vehicles must not be parked in fire lanes, crosswalks, accessibility or veteran parking spaces (without proper authorization), or in areas marked with yellow curbing.
- Vehicles must not be parked in the wrong direction of traffic flow.
- Vehicles must not block drive lanes, entrances, exits, dumpsters, or other vehicles.
- Vehicles parked in loading zones must use hazard lights and are limited to 15 minutes.
- Vehicles may only park in a service drive if authorized as a service vehicle or Facilities vehicle.
- Motorcycles must be registered and parked in automobile parking spaces. Bicycles must be parked in designated areas.
- Parking on Hunthausen Way may be limited to daytime parking during the winter for snow removal.
- Parking spaces for large trucks, camper trailers, and pickup campers that extend beyond the dimensions of the vehicle are provided only in the north lot of the PE Center on a temporary basis, no longer than one week with approval of the Director of Athletics.

Faculty/Staff Employee Parking Lots
Employee parking lots are reserved for faculty and staff from 7 am–5 pm, Monday through Friday (business hours). Employees must have a valid faculty/staff parking permit.
On evenings after 5:00 pm and on the weekends, students and visitors are welcome to park in any of the faculty/staff lots, with the exception of reserved parking (see below). Vehicles registered to students that are parked in faculty/staff lots during business hours are subject to citation and may be wheel-locked or towed and impounded at the owner's risk and expense.
Please note that there are days during the academic year, when classes are not in session, but the campus is open (such as fall and spring break, parts of winter break, etc.), in which these spaces are still reserved for employees.
Campus Center Visitor Lot
Parking designations are based on posted signage within the lot.
Monday–Friday, 7:00 AM – 5:00 PM:
- Student Parking: Spaces closest to Trinity Hall
- Visitor Parking: Spaces east of the median
- Employee Parking: Remaining spaces (west side of the lot)
- Students may not park in Visitor or Employee spaces
After 5:00 PM (weekdays) and weekends:
- The entire lot is open to student parking, unless reserved for event parking
PE Center/HAC Parking Lots
The PE Center/HAC Parking Lots are overflow parking areas. In order to provide parking for events that are held in the PE Center or Nelson Stadium, vehicles will periodically be asked to be removed from these lots. Vehicles not moved for events will be ticketed and may be wheel-locked or towed and impounded at the owner’s risk and expense.
Conferencing and Special Events Parking
Carroll College regularly hosts conferences, athletic events, and other special events that may require temporary modifications to parking availability and parking restrictions.
During large athletic events, students, faculty, and staff may be required to remove their vehicles from designated parking lots. Notice of temporary parking restrictions will be provided through posted signage and event communications whenever practicable.
Event attendees requiring parking accommodations should contact their event sponsor and Conferencing staff to obtain parking information and any required temporary parking permit or parking pass.
Vehicles remaining in designated event parking areas after the posted time or parked in violation of event parking restrictions are subject to citation, wheel-locking, towing, or impoundment at the owner's risk and expense.
Reserved Parking
Reserved parking spaces are restricted to the individual or position indicated on the posted signage. Unauthorized vehicles are subject to citation. Reserved parking spaces are enforced 24 hours a day, 7 days a week, including weekends, holidays, and breaks. Unauthorized vehicles may be cited, wheel-locked, or towed and impounded at the owner’s risk and expense.
Visitor Parking
Reserved visitor parking spaces are restricted to campus visitors during business hours (7:00 AM – 5:00 PM, Monday–Friday). Students and employees may not park in these spaces.
Visitor parking is available in the following areas during business hours:
- East side of O’Connell Hall
- Upper lot of St. Charles Hall
- Campus Center Visitor Lot
- PE Center/HAC Parking Lots
Visitors may obtain a temporary day pass for designated parking areas.
Trailers parked in the PE Center/HAC Parking Lots require approval from the Director of Athletics.
Unauthorized vehicles are subject to citation, wheel-locking, or towing and impoundment at the owner’s risk and expense.
Reserved Adoration Parking
The 2 reserved Adoration Parking spots next to Trinity Hall are not for student or employee parking. These 2 spots are reserved for Adoration guests to the Trinity Chapel 24/7/365 days a year.
Night and Weekend Parking
Parking is allowed outside of the business day, without a permit, in any of the “F/S” Employee Parking Lots, and the Visitor Lots from 5:00 pm to 7:00 am, Monday through Thursday, and from 5:00 pm on Friday through 7:00 am on Monday. The PE Center/HAC parking lots are open 24/7/365 days as overflow parking.
Event Parking
Students and employees may be requested to remove their vehicles from designated parking lots to provide special event parking on campus. For example, event parking is offered for home football and basketball games and all vehicles must be cleared from all PE Center Parking Lots by posted times on Friday prior to a home game. Event parking may also be requested for the Campus Center Parking Lot. Failure to remove a vehicle for event parking will result in the vehicle being towed and impounded at the owner’s risk and expense.
Loading or Unloading Vehicles
Vehicles parked in loading zones must use hazard lights and may not remain longer than 15 minutes.

Violation of any of Carroll College's Vehicle Use and Parking Regulations may result in fines, wheel-locking, or towing and impounding the vehicle at the owner’s risk and expense, and disciplinary action.

Progressive Enforcement
To encourage compliance with parking regulations, repeated violations may result in additional enforcement action. Citation totals are calculated on a per-academic-year basis.

Carroll College reserves the right to accelerate enforcement actions for serious, repeated, or egregious violations.
Vehicles subject to a wheel lock must resolve all outstanding parking citations before the wheel lock will be removed. Citations may be resolved through payment or a successful appeal.
Abandoned Vehicles
Unregistered or abandoned vehicles are not allowed on the Carroll College campus. If your vehicle becomes disabled at any time, please contact the Parking Office at parking@carroll.edu to make arrangements. Abandoned vehicles will be towed at the owner’s expense.
